  1. Preheat oven to 350°F (175°C). Line an 8×8-inch baking pan with parchment paper.
  2. Make the brownie layer: In a bowl, mix melted butter, sugar, eggs, and vanilla until smooth. Stir in cocoa powder, flour, salt, and optional chocolate chips until just combined.
  3. Pour into prepared pan and bake for 25–30 minutes, until the center is just set. Cool completely.
  4. Make the mint layer: Beat butter, powdered sugar, peppermint extract, and green food coloring until smooth. Add milk or cream as needed to thin. Spread evenly over cooled brownies. Chill until firm, about 15–20 minutes.
  5. Optional topping: Melt chocolate chips with butter or cream. Stir until smooth, then pour over mint layer and spread evenly. Chill again until set.
  6. Slice into squares and serve chilled or at room temperature.
